I ran into this bug because I copy/pasted a Participant
description from the Quick Start PDF guide, which contained
a smart quote. When I tried to save the BAR, I got the
following error:
"some characters cannot be mapped using 'Cp1252' character
encoding."
After switching the project encoding to UTF-8, I could save
correctly.
